How do I prevent word from converting pdf to word

I need a pdf copy of my passport for a visa. When I scan this into my computer and select save as pdf, it appears on my desktop as a word document. Word cannot open it. Passport authority won’t accept word doc . Q & A assist does not help

Right click the file you scanned onto your Desktop and select Properties.

Please provide a screenshot of the resulting properties dialog box.

    Install a PDF viewing program such as Adobe Acrobat Reader, if you haven't already done so.

    If you have such a program already, maybe you need to set it as the Windows default for PDFs.
