I have a request from a user to setup a Org Wide Channel. I have read that you need Global Admin and Team Owner rights to setup an Org-wide channel. I'm an Global Admin and made myself an owner of a channel and do not have the option to change it to an org-wide channel. I do not want to grant a user temp Global Admin rights. How can I get this done from Admin portal?

You can follow Weber's suggestions to create an organization-wide team.
All users in your organization will become a member of this team and can access the default General channel (which is a standard channel available to all team members).

You need to create an org-wide team in order to display the channels inside to all employees. (https://learn.microsoft.com/en-us/microsoftteams/create-an-org-wide-team) If you have a public or private team only members who joined can see the channels inside.
