Unfortunately, the Apple mouse is not made for use on Windows, that's why even after connected, it works with some limited functions, that's the case for scrolling.
There are some workarounds, free and paid.
Try this alternate driver for the Apple Magic mouse:

Download the three files, place them in the same folder. Right click the Start Menu > Device Manager > Locate the mouse > Right click it > Update driver > Browser my computer > Select the folder you downloaded the driver. > Next.
