Issues with Bing Wallpaper and Themes Not Working on Windows 11

After a complete data restore on a new computer, Bing Wallpaper failed to function properly. Attempts to uninstall and reinstall the app were unsuccessful. Other similar apps and themes from the Microsoft Store also did not work; they downloaded and installed but did not appear under Settings > Personalize > Themes. Additionally, some preinstalled themes are not functioning. Assistance in resolving this issue is needed.

    ok, I figured out something. My account is an administrator account. and for some reason, themes and bing wallpaper are not working with that account. when I made a test account, not tied to my microsoft one, all worked. in the "users" folder, there is only the public one and not one with my user name on it. THat is where themes and such are stored. is there any way i can create one without having all of my stuff in the admin account?

    Hi! Sorry to hear that you have troubles with this, please first go to Settings > Windows Update, and confirm you’ve installed the August 12, 2025, KB5063878 update (OS Build 26100.4946). This build includes key improvements, bug fixes, and UI enhancements across Windows 11.

    If you have, try this:

    1. Win + R > services.msc.
    2. Ensure the following services are set to Startup type: Automatic and are currently Running
      • Themes
      • Desktop Window Manager Session Manager
      • Windows License Manager Service
    3. If stopped, right-click each and choose Start.
    4. Run wsreset.exe to reset the Store cache.
    5. Then, reinstall Bing Wallpaper and any Microsoft Store themes
