Emails from Steam not being received

So it seems like my Hotmail/outllok.com email account is blacklisting all emails from a specific domain (steam).

I have added their two email address to the safe senders list but still nothing is coming through.

I have been assured by Steam that they are sending me emails (it's a verification code to access account) but nothing is making it through to my account. I have checked Junk incase its getting caught there but nothing.

This issue has been going on for months now and I have tried to login probably in excess of 50 times so this isn't a one off issue.

Is there a way to put a trace on a message to confirm where it is getting stuck?

    Hi! Luke. I'm here to help.

    Outlook.com (consumer) does not expose detailed message tracing like Exchange Online does.

    However, you can still try:

    Go to Outlook.com

    → Settings → Mail → Junk email.

    Scroll down and enable Report messages. If something is silently filtered, sometimes it shows up later in Quarantine or Report Message add-in.

    If you’re on Outlook.com/Hotmail (personal), you can’t run your own trace. Only Microsoft Support can confirm if messages are being dropped at their filtering layer.

    Additionally, if this is a Microsoft 365 / Exchange Online account (not plain Hotmail), you can check quarantine:

    Go to https://security.microsoft.com/quarantine

    See if Steam mails are there.
