how to fix error code 0X80070003 for Microsoft store

I have tried using the guide give when I searched the error code (0X80070003) and fully completed it, However this still didn't work. This is preventing me from downloading anything on my non local driver (downloading on a local driver would render my PC unusable) this is a problem across all Microsoft apps like XBOX game pass and Microsoft store. I'm thinking this is due to the fact I haven't updated to windows 11 how ever I can't do this either due to a problem with TPM (Trusted Platform Module).

    Hi there, this is Marc. Thanks for reaching out the community.

    Start by clearing the Store cache with wsreset.exe from the Run Dialog by pressing Win + R, then check that the Windows Update service is set to Automatic and running through services.msc. Next, repair or reset the Microsoft Store and Gaming Services apps from Settings > Apps > Installed Apps. It’s also worth checking the permissions on the drive you’re downloading to and making sure your account has full control. If the problem continues, run the Windows Update Troubleshooter from https://aka.ms/wudiag to repair update components. This error isn’t tied to TPM or upgrading to Windows 11, so it should be resolved within Windows 10.
