If there is an initial blue screen requesting the BitLocker recovery key, and you don't have that, the only option i a clean install.
If you created a bootable flash drive using
https://www.microsoft.com/en-us/software-download/windows10 then you need to boot from that. If not then you will need another windows PC to use the process. Create Windows 10 Installation media.
To boot a Dell from USB when you press the power on button then immediately continually tap the F12 key until you see the boot menu, select the USB flash drive.
Your Dell probably won't boot from the USB without you selecting the USB port to boot from. Once you have booted from USB select Language > Install now > Customised install.
At customised install select each partition on the internal boot disk and Delete until there is only Unallocated space.
With unallocated selected, select Next and follow the onscreen prompts.
