How to stop wifi from self turning on after manually being turned off

I have a local wifi network that my computer automatically logs into, which is fine. However, when I manually turn the wifi off, I find that within a minute, the toggle is back to "on" and I am reconnected to the network. This is a recent problem, and yes, I know that I could uncheck the automatically connect option to prevent this, but wifi manually turned off should not be turning back on by itself.

    If your Wi-Fi keeps turning back on after you manually disable it, try these fixes: first, open your Wi-Fi network’s properties and turn off options like Connect automatically when in range or after restart, next, in Device Manager > Network adapters > your Wi-Fi adapter > Properties > Power Management, uncheck Allow the computer to turn off this device to save power; finally, disable Fast Startup in Control Panel > Power Options > Choose what the power buttons do so background services don’t re-enable Wi-Fi.
