May I verify if you were able to download the Media Creation Tool? If so, as an alternative, you can download the ISO using the Media Creation Tool.
Run the tool, then click Accept on the license terms. In the next option, select the "Create installation media (USB flash drive, DVD or ISO file) for another PC" then click Next. In the Select language, architecture, and edition section, uncheck the "Use the recommended options for this PC" option, then click Next. In the "Choose which media to use" section, select the ISO file, then click "Next". Choose the location where to save the ISO, then click Save. Wait for the process to finish downloading the ISO file.
