Unfortunately, there is no option to directly transfer rewards to PayPal. It can be in the form of a Gift card, which is in the redeem rewards list page for you to redeem using your points. Please note that this will also depend on your current and actual address, whether the reward is available in your current region or country.
Also, please check if the email you received is genuinely from Microsoft Rewards.
