Most people should be able to apply to the ESU now, but we still have a little bit of time before October 14th so we should be good.

My system is has W10 version 22H Home. I had followed the sequence to get the ESU wizard from the Settings but there is no link to enroll. Am I missing something?

After looking into this more, it seems that the ESU is being rolled out in phases, so although other people have it, you might not have it yet.
I would say to check maybe every other day and see if you are able to enroll in the ESU program.

To those who answered my initial question:
On Sunday, August 31, I finally received the Microsoft ESU note. I followed the protocol and got enrolled until October 13, 2026. It appears that Microsoft is allowing users to enroll in batches without any specific criteria. So, all what I can say is to hang on. Let's hope the wait won't be that long.

You should be able to go to Settings > Updates & security and see a link towards the bottom of the page to enroll in ESU. You can include a screenshot of what you see if you would like.
If you don't see it, make sure that your system is fully updated, and you must be signed into an account that has administrator access to the PC.
