Accessing save files on Xbox application

Hello,

I've encountered a problem with Xbox application. I wanted to get my save files that are stored in cloud storage of a certain game that I played via PC Game Pass. Not so long ago, I got the game on other platform (Steam), and wondered if there is any possibility for me to get the save files from Xbox. Apparently, I can't get them if the game is not installed. More to that, that game is already off the Game Pass, so realistically, the only solution for me is to buy another copy of a game that costs 70 dollars only to get the save files?
Why haven't Xbox already added a possibility to download your game's save files anytime you want without having the game installed like Steam has?
I also already contacted the Xbox support twice and they say that there is nothing they can do about it.
Is my only solution to waste 70 dollars?

    On Xbox/PC Game Pass, cloud saves are linked to the game itself and only sync when the game is installed and launched. Unlike Steam, there’s no option to directly download your saves from the client. The saves still exist in Microsoft’s cloud, but the system requires the game to access them. Since the title has left Game Pass, you can’t install it without owning it, which is why it seems like buying the game is the only way to retrieve your data.
