    You’re absolutely correct!

    The Windows and Windows Phone Annual Developer Registration program is no longer managed the same way. Microsoft moved to a lifetime developer account model, so there’s no recurring billing anymore. Because of that, the old system doesn’t allow updating or removing payment methods like PayPal.

    To add a bit more context:

    • This change happened when Microsoft consolidated developer accounts for the Windows Store and Windows Phone Store.
    • Since there’s no active subscription tied to the account, the payment method is essentially a historical record and can’t be modified.
    • If you need to manage payments for other services (Azure, Microsoft 365, etc.), you can do that through the Microsoft Account Payment & Billing page.

    Windows and Windows Phone Annual Developer Registration is no longer actively managed in the same way. Since it’s now a lifetime registration, the billing system no longer supports recurring billing or standard payment method updates. This is likely why you’re unable to remove or replace the PayPal account.
