With the changes being made to qualify for Enterprise agreement, is Microsoft now allowing licensing obtained through Open Value to be used in multiple countries not just one?

Changes are being made within the qualifications for an Enterprise agreement. Customer below 2400 seats are being told they cannot renew under the EA program. Historically, Open Value program may be the next option. However, the licenses obtain through OV program has had a territory restriction. They could only be used within the country of purchase (did not contain global use rights), or in multiple countries. Has this right changed for the Open Value program? Please provide documentation.

    Yes, there have been changes to the qualification for Enterprise Agreements (EA), with customers below 2,400 seats unable to renew EA. The Open Value (OV) program is offered as the next option, but historically, licenses from OV had territory restrictions—only usable in the country of purchase, unless affiliates were explicitly included.
