what are the azure services that cannot benefit of an ACD Azure committed Discount ?

I would like to get the list of azure services that cannot benefits of the ACD with a special attention on storage , blob storage, datalake etc

I know should be removed the cost records with Reservation, Saving plan, using spot, special discounted SKU, but which are the other one such as network, storage, DB, etc

Azure Committed Discount (ACD) applies only to pay-as-you-go consumption services under the Microsoft Customer Agreement (MCA-E). It does not apply to services that already receive other types of discounts or are billed differently.

Services which are excluded from ACD are as below:

  1. Reserved Capacity: These services are already discounted and therefore excluded from ACD
  • Blob Storage Reserved Capacity
  • Azure Files Reserved Capacity
  • Data Lake Gen2 Reserved Capacity
  1. Azure Savings Plans: Usage covered under Azure Savings Plans for Compute is not eligible for ACD.
  2. Spot Instances: Spot VMs are deeply discounted and excluded from ACD.

4.Special Discounted SKUs: SKUs with custom or promotional pricing do not stack with ACD. Azure applies the best available discount, not both.

5.Azure Marketplace Services: Services purchased via the Azure Marketplace are not covered by ACD unless explicitly stated.

6.Non-Metered or Hybrid Services like Azure NetApp Files, Data Box Gateway, Data Box Edge are treated as hardware or hybrid services and billed differently.

So, ACD does not apply to:

  • Reserved Instances (VMs, SQL, Storage)
  • Azure Savings Plans
  • Spot Instances
  • Azure Marketplace purchases
  • SKUs with custom or promotional discounts

For storage services:

  • Blob Storage, Data Lake Gen2, and Azure Files are ACD eligible only if consumed via pay-as-you-go.
  • Reserved Capacity for these services excludes them from ACD.
  • Azure NetApp Files, Data Box Gateway, and Data Box Edge are not eligible.

Serverless tiers of Azure SQL Database and Cosmos DB are generally excluded due to their dynamic billing models.

ACD and SKU-specific discounts are not additive. Azure applies the best available discount.

Networking services such as VPN Gateway and Azure Firewall typically have limited or no ACD coverage.
