Can you please hold down Ctrl+Shift+Esc, open Task Manager, go to the Startup tab. Sort the status by enabled, look for anything that references OneStart, right click and disable it. If you are not sure what to look, feel free to grab a screenshot and share, I can help review.
If you cannot find anything there, then hold down Win+R keys, type in:
shell:startup
Press enter, It should open up a folder. See if there's anything in this folder that represents OneStart. delete it.
Another option you can do is:
download this free tool: https://learn.microsoft.com/sysinternals/downloads/autoruns click Run now from Sysinternals Live. It should download the file. You can go ahead and run it. Then use the spyglass icon to search for "onestart.exe" and see if it finds any. If so, you can right click and delete. Then on the next startup, you should not encounter this pop-up again.
If it cannot find it, go to the scheduled tasks tab, find each highlighted (yellow) entry where it says "file not found", delete those records. Restart the computer after that.
