    that's a common need for AI and ML workloads, but the free or startup credits often have restrictions on powerful SKUs like the NCas_T4_v3.

    The NCas_T4_v3 series is a quota-restricted VM family, which means you can't just create them by default, even if you have credit. You need to specifically request a quota increase.

    In the Azure portal, go to your Subscriptions and select your startup subscription.

    In the left menu, click on Usage + quotas.

    Use the filter to find the NCas_T4_v3 series in the East US 2 region.

    You'll likely see your current limit is 0. Click the Request Quota Increase button.

    Fill out the form. This is crucial: in the Description field, clearly explain that you are part of the Microsoft for Startups program and need the GPU quota for your AI development work. Provide details about your project.

    Since you're on a startup subscription, the approval might be faster, but it's not automatic. The Azure team reviews these requests to prevent fraud and manage capacity.

    If the request is denied or takes too long, you can also try other GPU series that might be more readily available in your region, like the NC or ND series, as a temporary workaround.

    So actually u need to manually request a quota increase for the NCas_T4_v3 series through the "Usage + quotas" blade in your subscription.
