Windows Server 2022 activation with a Windows Server 2025 key

Dear Microsoft Support Team,

We have recently purchased Windows Server 2025 licenses and are attempting to activate Windows Server 2022 systems using these licenses. However, we are encountering activation issues, and upgrading the systems to Windows Server 2025 is not feasible at this time.

We understand that Microsoft provides downgrade rights, allowing the use of previous versions of Windows Server with newer licenses. Could you please guide us on how to obtain the necessary activation keys under our current Windows Server 2025 licenses?

Your assistance in resolving this matter would be greatly appreciated.

    As I known, if you’re trying to activate Windows Server 2022 using a Windows Server 2025 license, it won’t work directly, but you do have downgrade rights.

    So I suggest you to follow this checklist first and let me know the result:

    1. Checking your license type:

    If it’s a Volume License (VLSC or CSP), just log in to the https://www.microsoft.com/Licensing/servicecenter, download the Windows Server 2022 media, and use the 2022 product key listed there.

    2. If it’s an OEM or DSP license (like your 16-core pack):

    • Microsoft doesn’t include downgrade keys in the box.
    • Go to Microsoft Support, choose Windows Server > Activation, and request a downgrade key for 2022.
    • Provide proof of purchase when asked.

    Once you get the 2022 key, install or activate it with:

    slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
    slmgr /ato
    

    NOTE: Make sure you match editions Standard to Standard, Datacenter to Datacenter.

    That’s all you need either grab the 2022 key from VLSC or request it from Microsoft if you bought OEM media.
