Unable to Download Windows 11 – Error Code 715-123130

I’m encountering an error when trying to download Windows 11. The system shows the following message:

"We are unable to complete your request at this time. Some users, entities and locations are banned from using this service. For this reason, leveraging anonymous or location hiding technologies when connecting to this service is not generally allowed. If you believe that you encountered this problem in error, please try again. If the problem persists you may contact Microsoft Support – Contact Us page for assistance. Refer to message code 715-123130 and 7be46602-6161-4535-a8b0-aa8e32a2276b."

I’m not using a VPN or any location-hiding tools. Could you please help me understand why I’m receiving this message and how I can resolve it?

    This is typically a temporary issue that can arise for various reasons, including potential problems with your internet service provider (ISP).


    Try using a different browser.

    If you cannot use a different browser, see if the same behavior occurs in an InPrivate/Incognito window.

    To open the InPrivate/Incognito window, open the browser and press "Ctrl + Shift + N". (For Microsoft Edge and Google Chrome)


    If you still can't download the ISO, try using the Media Creation Tool.

    1. Download the Media Creation Tool from the link below;

    1. Run the tool and click "Accept" to accept the terms;
    2. In the "Select language and edition" step, uncheck the "Use the recommended options for this PC" box, select the desired language, and click "Next";
    3. In the "Choose which media to use" step, select "ISO file", click "Next", select where to save, and click "Save".

    If you still can't download the ISO, let me know in which language you need the ISO, and I will provide a direct link.
