I created a new word document from something I copied from a google doc. It will not let me insert a line or paragraph break and I add has this box around it with 3 dots. Very frustrating! See screenshot.

Not that I am aware of. Content Controls are a very useful feature and the usual question is how to use them in Word for the Mac. Saving as .doc format and then back to .docx format will always clear them, but may remove other features as well.
You could create a macro that saves the current document in .doc format and then back to .docx format. I or someone else could create such a macro for you.

As Charles & Stefan indicated, saving as .doc will remove the content controls but may cause other issues due to features not supported by the .doc file type. Individual Content Controls usually can be removed by right-clicking the blue tab at the left end of the control & selecting Remove Content Control from the contextual menu.
Unless you need the formatting from the original, pasting using the Keep Text Only command will paste without content controls.
FYI this only showed up because I downloaded a google doc and opened it in word.

The screen shot suggests that the text is inside content controls. To get rid of the controls, saving a copy of the document in the older *.doc format should work.

Word for Mac has fewer options to manage content controls, so I'm not sure what you can do there. Since this is new functionality, saving as a *.doc will always remove them, though.
When a content control turns up in a document, the reason may be that you pasted in content from another Word document that uses the controls.
