I have granted a software developer access to my MS Azure Devops environment.
I have assigned him the role of "Azure Devops Administrator"
I have also added him to the Devops project development group.
When he logs in he cannot see the Devops Project Repository.
This is despite me having given him "Manage Permissions" "Allow" access to the repositories / security settings as well as being an "Administrators" member of the project team.

Under Organization settings, Phil is a guest user with the same assigned roles as me.

Yet he still can not see the Azure Devops Repo.

Please check in Organization setting > Users in Azure DevOps as in screenshot below.

I have changed Phil's Azure Devops AISSOZ Organisation - Settings - User Access from "Stakeholder" back to "Basic" (which is what i have.)
Thanks, Phil can now see and access the Repo.
However, this seems highly counterintuitive considering the access level descriptive terms in the drop downs imply increasing level of access rather than diminishing as you go down the drop down list.
Why does "Basic" have more access than "Stakeholder" ?
Thank you for confirming @Antoine Hanekom that Phil is able to access Repo now.
All roles and their access are mentioned in this MS doc - https://learn.microsoft.com/en-us/azure/devops/organizations/security/access-levels?view=azure-devops#supported-access-levelsI think it is a role for Admin purpose.

Could you please check below and share your findings.
Project settings>Overview and make sure the Repos service is turned on.Organization setting > Users, if Phil has Stakeholder access. Change it to whatever access you have if you are able to access repo.
