Azure DevOps Administrator cannot see an Azure Devops Repository to which he has been granted administrator access

I have granted a software developer access to my MS Azure Devops environment.

I have assigned him the role of "Azure Devops Administrator"

I have also added him to the Devops project development group.

When he logs in he cannot see the Devops Project Repository.

This is despite me having given him "Manage Permissions" "Allow" access to the repositories / security settings as well as being an "Administrators" member of the project team.

    Could you please check below and share your findings.

    • The Repos might be disabled for the project. To check and enable it, go to Project settings>Overview and make sure the Repos service is turned on.
    • Are you able to access the Repo?
    • Check in Organization setting > Users, if Phil has Stakeholder access. Change it to whatever access you have if you are able to access repo.
