When I send myself an email or copy myself, the suggested name associated with my email account is different. Someone seems to be changing.

I don't think you are hacked, but the auto complete list is corrupt.

Go to https://outlook.live.com/mail/0/options/general/export and clear the suggested list by clicking the Clear data and Turn off button. Wait 24 hours and go back there to turn it back on. You can (and probably should) click the link download the data before clearing it.

Or, if its just your name that is goofy and only you see it, leave it.

Are you seeing this in the autocomplete list when you address the message or when you receive the sent copy?

If autocomplete list: select and delete it from the list when you first see it on the autocomplete it.

If when you receive it: check your display name in your Microsoft account at https://account.microsoft.com/ - is correct or the same as the name in the email?

As i type in my email address in the “To:” section, my email address appears below but the name associated with it isnt the correct name I have used. Note that when I send an email or receive one from myself, it shows the correct name with my email.

That is definitely autocomplete corruption. Did removing the account from the app and adding it back fix it? If not, log into outlook.com in a browser and start addressing the message to yourself - you can select it and delete there, at least if using a computer. You can also clear all of the saved addresses, but they wipes everything out, which is usually only used as a last resort.
