When you restart or reset a surface pro or other devices, Outlook may remove the account configuration from the local profile. This doesn’t usually delete your emails permanently because Outlook stores them on Microsoft’s servers. What’s missing is the account connection, not the actual data. That’s why your emails aren’t showing they need to be synced again.
What you can do is:
Re-add your Outlook accounts
Go to Settings > Accounts > Email & accounts
Click Add an account and sign in with your Outlook credentials
Once added, Outlook will sync your emails back from the server
Check Outlook Web Access
Visit https://outlook.live.com
Sign in with your account credentials to confirm your emails are still there
If you used the Outlook app
Download the app again from the Microsoft Store
Sign in with your accounts and allow time for syncing
If you can’t sign in: Use Microsoft’s account recovery page https://account.live.com/password/reset
If recovery doesn’t work, the next step is to contact Microsoft Support for help restoring access https://support.microsoft.com/contactus
