i downloaded a photo from icloud.com and all windows says when i click "Open file" is "package runtime information is corrupted" and im a little bit concerned because its my personal pc and i dont wanna reinstall/reset my pc. (im on windows 10 and NO i am NOT upgrading to windows 11)

Open File Explorer, then go to the Downloads folder on the left.
Find that image file you have downloaded and double click it, does it open?
Rght click the image file and choose 'Open With - Paint', does that image file open?
paint isnt installed on my laptop and i cant find it in the microsoft store

If Paint is not installed on your PC, that is very strange, it is installed in all versions of WIndows by default, try donwlaoding andi nstalling Paint using this installer from Mcirosoft.
i uninstalled paint while uninstalling the other apps that come withh my laptop and windows
If you have used some method to uninstall the default apps that come pre-installed in Windows, that may be causing the problem, because many of those apps are interdependent for functionality.Open the Store app, then in the Downloads section are any of the Apps there waiting to be upgraded?
I updated all my apps and I uninstalled the default apps through the settings app when I got windows 10 and the problem only started like 2-3 days ago
I think the only option to resolve this will be to perform an in-place repair with the Windows 10 ISO.
Please ensure you download the ISO in the same language as you use for the Windows UI, follow the steps, this is then not like re-installing Windows, it is just like an update and your personal files, settings and installed software will not be affected.

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), then choose ISO, not USB
When the ISO file completes downloading
Disconnect from the Internet
Disconnect all external devices with the exception of a mouse or keyboard.
Temporarily disable any 3rd party Anti-virus you may have installed
Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.
Very Important - ensure you select the option to keep your files and apps.

Open the Settings App.
Go to Apps and in the list of installed apps, scroll down to find Microsoft Photos.
Select that app, choose 'Advanced Options'.
Run the Repair option, then run the Reset option.
Then, check if you can open that image file.

If not, uninstall the Photos app and form the Microsoft Store, download and install the latest version of the Photos app.
