how to fix "package runtime is corrupted"

i downloaded a photo from icloud.com and all windows says when i click "Open file" is "package runtime information is corrupted" and im a little bit concerned because its my personal pc and i dont wanna reinstall/reset my pc. (im on windows 10 and NO i am NOT upgrading to windows 11)

    Sorry, I was not notified you had replied, this forum is a bit strange, please use the Command section on my replies, so I am notified.

    Open File Explorer, then go to the Downloads folder on the left.

    Find that image file you have downloaded and double click it, does it open?

    Rght click the image file and choose 'Open With - Paint', does that image file open?

    Open the Settings App.

    Go to Apps and in the list of installed apps, scroll down to find Microsoft Photos.

    Select that app, choose 'Advanced Options'.

    Run the Repair option, then run the Reset option.

    Then, check if you can open that image file.

    If not, uninstall the Photos app and form the Microsoft Store, download and install the latest version of the Photos app.
