Sent Xbox Controller for out of warranty repair, item returned not repaired

I have the same experience as here

I sent and paid for an out of warranty repair to my Xbox controller and received a note from the repair centre saying this repair is not covered by warranty. I have paid for an out of warranty repair and the item is not repaired. I cannot contact anyone in Microsoft to resolve and experience the exact same "help loops" as the link above.

    enter description of your issue, order #, sn # of the device.

    select contact support and choose contact method.

    (Chat or Phone).

    Once support available advise that you paid for repair service but they returned your device with a note. Provide Order #.
