The system that is Windows Server 2012 R2 cannot install the patch, it is kb2982998

We have a server on our side that needs to fix the vulnerability (CVE-2014-4078), but the official announcement from Microsoft (MS14-076) cannot be installed.

    This may be related with when you start many Microsoft COM+ applications manually from the Component Services Microsoft Management Console (MMC) snap-in where each COM+ application is running under a different user account, you may receive this error message, more information you can refer to this link: https://learn.microsoft.com/en-us/troubleshoot/windows-server/application-management/error-8008005-when-start-complus-applications

    Also you may want to increase the Maximum Number of concurrent instances in COM+ using as reference: https://learn.microsoft.com/en-us/troubleshoot/system-center/orchestrator/increase-maximum-number-concurrent-policy-instances

    kb2982998 is quite old (2014) and likely is superseded. You could check the files listed here in KB versions against what is on system. If the system versions are found to be higher; then "not applicable" would be expected behavior.
