Windows 11 pastes to top left part of desktop instead of where the mouse pointer is

Ever since I upgraded from Windows 10 to Windows 11, whatever I copy and paste to the desktop does not paste to the location that the mouse pointer is positioned at. Instead, it pastes everything to the first available location on the top left of the desktop.

In Windows 10, I could paste to any location on the desktop.

I have already tried to turn off Auto Arrange Icons and Align Icons to Grid. I also tried Ctrl+C Ctrl+V but none of these work. Everything still pastes to the top left. Does anyone know how to remedy this problem?

    The solution does not work for me.

    This is a mighty nuisance of a problem that needs solving and soon. With two monitors, the files and folders I paste often windup a meter away from where I am trying to put them. Years and years of Windows working fine, and now a major interruption to my work flow that I cannot solve in spite of numerous efforts over many weeks.

    Make me buy a new computer, then disrupt my workflow. Yeah, that's why we all "love" upgrading Windows!
