May I please have Kosovo country code (+383) on Azure Sign-Up?

Azure free trial does not list Kosovo as a country where Free trail is available.  You can refer to this link for supported region https://azure.microsoft.com/en-in/pricing/offers/ms-azr-0044p/

Try with the different region, If the issue still persist, you can refer to the Troubleshoot issues when you sign up for a new account in the Azure portal or Contact Support

Phone number, credit card and GitHub account/Microsoft account is the primary requirement for creating Azure free trial account. We use the phone number and credit card for identity verification to make sure that account holders are real people, not bots or anonymous troublemakers. That being said, you would not be able to sign up for Azure without a phone number.
