The fix that actually sticks is to make Windows enforce a data limit on that Wi‑Fi and force background data to be restricted all the time. This reduces the System traffic without breaking Windows.
Open Settings. Go to Network and internet > Data usage. At the top pick your current Wi‑Fi from the drop‑down. Click Enter limit, set your monthly or one‑time cap and its reset date, then Save.
Still on the same page, under Background data change it to Always. Keep that Wi‑Fi set as Metered, which you already did. Restart the PC or toggle Wi‑Fi off and on. Now stay on Settings > Network and internet > Data usage for 10 to 15 minutes to confirm that System stops growing quickly. When you are on an unlimited connection, temporarily switch Background data to Never and let updates complete, then set it back to Always before using your limited hotspot again.
You do not need to disable services. Leaving Windows Update and Background Intelligent Transfer Service at their defaults keeps Windows healthy. If you changed them earlier, set BITS to Manual and Windows Update to Manual or Automatic, then restart.
