User and Display Settings Missing

Some settings on my Windows 11 laptop are missing. When I go to try and create a new user account, the option is missing. All search results in Settings return nothing and redirects just bring me to the Settings home page. Running 'netplwiz' in Run does open a user creation window, though. Display settings are also missing. Since my laptop has a 16:10 display, and I was connected to a 16:9 monitor, I wanted to have it fill the screen, but all redirects (including in AMD Software) and search results do not work. Here's my laptop specs:

    • When was the last time it worked properly?

    Open Registry Editor then navigate to this path

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer

    Please check if "SettingsPageVisibility" string value is present in the right pane. If so, right click it then select Delete. Restart your computer

    I recommend performing a repair installation via Settings or using the Windows 11 ISO.

    Open Settings > System > Recovery.

    Few things to check on the PC

    • Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting
    • Disable or uninstall any third-party Antivirus program to prevent it from interfering with the upgrade

    Under Fix problems using Windows Update, click Reinstall Now

    Once completed, your system will restart.

    Open Device Manager

    Expand Display adapters

    Right-click your graphics driver

    Click Uninstall device.

    Tick "Attempt to remove the driver for this device" box

    Restart your computer.

    Windows will reinstall the driver automatically.
