Stuck in endless log-in loop, like hundreds of other people

I see that I am not alone with this problem. I am locked out of my Hotmail account for almost 3 weeks now, and unable to get in no matter what I do. I have sent the recovery form several times, waiting 24hours between times. No code is ever sent to my back-up email. Even though I do get a code sent to an alternate email that sends me to the same damn recovery form, then I get a message they can't identify me..I need to f**ng try again and add more information. I've even tried to add the Hotmail email to my Microsoft account, but it won't accept it.

I've had this same account for over 20 years and never, ever had this issue. It's impossible to speak to a person and even the instructions themselves are a loop.

The last form I submitted, I had to contact a person I'd sent an email to and get the subject line -which I provided. The last password I'd used before I'd recently changed it-which I provided. The form even prompted me for the name and last digits of the credit card that I used to buy Office this past year -which I provided! That was 2 days ago...Crickets!!!

So.. How exactly is a person supposed to proceed?!!
