The issue persisted after holding the power key down and turning the Laptop off, then waiting and turning it back on. There was a message about updates and then the above. Ctrl-Alt-Delete, does nothing. Any suggestions?

That screen indicates the update should have completed the installation.

Press and hold the power button on the case of your PC for 10+ seconds to perform a hard shut down, wait a few seconds,, then start your PC again, does it boot into Windows normally?

If not, are you able to force your PC into the recovery environment using these steps.

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Please try each option one at a time, then see if Windows will boot up correctly.

..

Go to Troubleshoot - Advanced Option - Startup Repair

See if Windows startup can repair itself

.

If there is an option to uninstall the update, that may be the best option.

It seems like your laptop is stuck during the update process. Here are some steps you can take to troubleshoot the issue:

    1. Wait a bit longer: Sometimes updates can take longer than expected. If the message persists, give it some more time before proceeding.
    2. Force Restart: Since holding the power button did not work initially, try this again. Hold the power button down for about 10-15 seconds until the laptop completely shuts off, then wait a moment before turning it back on.
    3. Boot into Safe Mode: If the laptop restarts but still shows the same message, try booting into Safe Mode. To do this, turn on your laptop and repeatedly press the F8 key (or Shift + F8) until you see the Advanced Boot Options. From there, select Safe Mode and see if you can access your desktop.
    4. Use Recovery Options: If you can access the recovery options, you may be able to perform a system restore or reset your PC. This can help if the update has caused the system to become unresponsive.
    5. Check for Hardware Issues: If the problem persists, there might be a hardware issue. Ensure that all connections are secure, and consider consulting with a technician if necessary.

If none of these steps work, you may need to seek professional assistance to diagnose the issue further.
