my computer says offline but i am connected to internet

I am locked out of my computer and it says I am offline, but the internet is connected and has a strong signal. What can I do,

    you need to change the DNS assigned to your network, how do you connect to internet? via WIFI or cable?

    start > settings > network and internet, if you connect to internet via WIFI click on WI-FI and then on your wifi network, from DNS server assignment click on Edit and type

    8.8.8.8

    and 8.8.4.4.

    if you connect via cable click on Ethernet and do the same thing up
