Yes I found either that topic or one like it when searching the web myself. However, it simply does not work. As I previously mentioned, I did remove VBscript from my system but when that did nothing to solve the problem I attempted to add it back. However, while that was running I mistakenly "Canceled" it (e.g., I'm still learning to use touchpad and did something unintended). Now VBscript does NOT show up either when trying "Settings>System>Optional features" or "Settings>Apps" where there is nothing called "Optional features".
With that said I think those articles provided a clue which allowed me to figure out how to solve the problem. As best I can tell what I'm doing is simply using the program named Wscript.exe. I was able to create a shortcut to "C:\Windows\System32\Wscript.exe" on the desktop. When you launch the program it only displays settings which are very limited and I don't know what they mean. However. when you pin it to the task bar you can right-click it and it displays the screen I showed above, which of course is different than what happens if you right-click the shortcut on the desktop. I haven't used it much yet but have launched at least one script as expected so I'm hopeful that this solves my problem.
Given that I think VBscript is no longer available on my system, I think that makes the point that VBscript is not something I depend on. Of course my experience with this machine is very limited so that could change. Therefore, given that Microsoft wants in gone, I am happy to leave it that way for now.
