Windows Smart App Control blocking Windows Office 365 offline installer

Windows 11 Home 25H2 and microsoft 365 subscription.

I downloaded Office365 offline installer from my microsoft account page.

When I tried to install it, I got the message "smart app control blocked an app that may be unsafe".

To install Office, I disabled Smart App Control and everything worked.

After installation, I decided to turn Smart App Control back on, but it turned out that it couldn't be turned on without a clean reinstallation of Windows.

I have only one question: how is this even possible?

    Currently to enable Smart App Control that does require a full clean install of Windows.

    However Microsoft have realised this is a problem for many users, if you wait a small while, Microsoft have recently announced in an upcoming update for Windows, you will be able to enable and disable Smart App Control anytime without needing to reinstall Windows.
