Thanks for sharing the details! Try to turn OFF Windows Spotlight everywhere (this is the usual culprit)
What you’re describing often isn’t Bing at all, it’s Windows Spotlight hijacking the background, which can appear as a black screen with rotating photos.
Do this carefully:
Open Settings
Go to Personalization → Background
If it says Windows Spotlight, change it to:
- Picture (pick a local image), or
- Solid color (temporarily, just for testing)
Click Lock screen
Set Background to Picture (NOT Windows Spotlight)
Turn OFF:
- “Get fun facts, tips, tricks, and more on your lock screen”
Restart Explorer
- Press Ctrl + Shift + Esc
- Find Windows Explorer
- Right-click → Restart
