How do you work the Always On Top tool in PowerToys?

So my friend recommended this software to me for percificatly the Always On Top tool but when I am in a tab and do Windows + Ctrl + T it doesnt do anything! I have the exact same setting as my friend has them and it works for them completely fine and i have no idea what else im suppose to do :(

Help would be appriciated!
