I can't unblock Macros on a file and I have tried everything

Hello

I have a file that I use that was originally emailed to me. It is for an organization, and I have been using all year. In January, it asked for payment because my subscription was almost up. When I did the payment there became a glitch and it wasn't calculating properly for reports. (Excel) One of my organization members had me sign in to One Cloud and then it totally will not open. Macros are blocking, but I have looked at everything on my computer, and everything looks correct and macros should be blocked. Can you please help me.
