How to access photos on usb attached Samsung phone for download to computer?

I have always been able to easily download photos via the USB port on this MS Surface Studio 2 computer. Now I plug phone into USB port and the Samsung phone shows up as a device but, when I click on it, it says the file is empty. I just took the photos so clearly they are there on the phone. Why am I having trouble accessing them for transfer, as I always have done before?

I tried a couple of different USB ports. They are not labled so I have no idea if one is better.
