Creating a TOC in WORD from the References tab, Windows 11 creates an extra 1st page. How do you get rid of it without deleting the whole TOC?

If the table of contents is large enough, it may insert an additional page.

Or are you saying that you see an extra blank page? The reason could be a paragraph mark (¶) which spills over onto a next page. Click the ¶ icon on the Home tab, take a screen shot and upload it here so that we can have a closer look.

Try the following: Step 1: Show hidden formatting Press Ctrl + Shift + 8 (or click the ¶ button in the Home tab). This reveals paragraph marks, page breaks, and section breaks. Look at the top of your TOC. Common culprits:

    • Extra paragraph marks (¶)
    • Manual page breaks
    • Section breaks (Next Page)

Step 2: Remove the extra page

If it’s a blank paragraph at the top: Click just above the TOC.
Press Backspace until the blank page disappears.

If it’s a manual page break: Look for a line that says “Page Break”. Click it and press Delete.

If it’s a section break: Look for “Section Break (Next Page)”. Change it to “Continuous” instead: Place your cursor just after the section break.
Go to Layout → Breaks → Continuous.

    Step 3: Check TOC placement

    • Make sure your TOC is at the very start of the document (no hidden paragraphs above it).
    • After removing breaks, press Ctrl + Shift + 8 again to hide formatting marks.

Deleting the excess 'enter' marks at the end of each chapter took care of the problem.
