My microsoft Forms doesn't recognize I have a premium subscription and doesn't allow me to use the features. How to fix it?

Issue Summary: I recently upgraded my tenant to Microsoft 365 Premium. Previously, I had a separate Copilot Pro subscription where the Copilot feature worked correctly in Microsoft Forms.

Since the upgrade/switch to Premium, the Copilot feature has been removed from Forms. When I attempt to use it, I receive a prompt to "Buy a subscription," despite M365 Premium including this entitlement.

Support Troubleshooting Already Completed: I have already completed multiple sessions with Microsoft Support (Tier 1), including a Remote Session (Quick Assist) with Agent "Vikas" (Case #7095978228).

We confirmed the following during the remote session:

Not a Local Issue: The issue persists across different machines, mobile devices, and InPrivate/Incognito windows.

Account Status: The M365 Premium subscription is active and valid.

Support Diagnosis: The Support Agent explicitly confirmed this is a "backend licensing" or "entitlement sync" issue. They stated the system is failing to recognize the new Premium license entitlement after the old Copilot Pro standalone subscription was removed.

Request: Support Tier 1 stated they do not have the tools to refresh backend entitlements and directed me to post here. I need an engineer or support professional who can refresh the license provisioning for my tenant so that Forms recognizes my Copilot entitlement.

It seems that your issue with Microsoft Forms not recognizing your Microsoft 365 Business Premium subscription and the Copilot feature may be related to a backend licensing or entitlement synchronization problem. Since you have already confirmed that your subscription is active and valid, and the issue persists across different devices and sessions, the next steps would typically involve the following:

    1. Wait for License Propagation: Sometimes, changes in subscription status can take time to propagate through Microsoft's systems. It might be worth waiting a few hours or even a day to see if the issue resolves itself.
    2. Contact Microsoft Support: Since Tier 1 support has indicated that they cannot refresh backend entitlements, you may need to escalate your case to Tier 2 or a specialized support team that has the tools to refresh your license provisioning. Provide them with your reference case numbers for context.
    3. Check Account Conflicts: Ensure that there are no conflicts with other accounts (like personal vs. work accounts) that might be causing licensing issues.
    4. Verify Licensing Requirements: Double-check that your Microsoft 365 Business Premium plan indeed includes the features you are trying to access in Microsoft Forms, as sometimes specific features may have additional requirements.

If these steps do not resolve the issue, continuing to work with Microsoft Support for a backend refresh would be the best course of action.
