No, that is not legitimate. Of course, Microsoft would not spell themselves as M!CROS0FT. And for that matter, they would not send out a mail to verify your account or something like that. Nor would they use an address at aol.com.

This is a prime example of phishing.

Make a hard delete and don't click any links.
