Windows 11 allows you to change the display language at any time by installing the English language pack. Microsoft explains that you can do this by opening Settings > Time & language > Language & region, selecting Add a language, choosing English, and then setting it as your Windows display language.
Once the language pack installs, you may need to sign out and sign back in for the change to apply.
Are you currently signed in with an administrator account? Changing the display language may require admin permissions.
