These instructions only applies to Microsoft email accounts.
If you are using an email address from another provider, you must see this setting on the webmail interface of the email provider.

To view blocked senders in the new Outlook, go to Settings > Mail > Junk email. From there, you can see the list of blocked senders and manage it as needed.
I don't have this option in either "settings" gear wheel, on the left or on the right.
