I typically download Winareo Tweaker from the source at http://www.winaero.com.
When I go there, I see this:
Defender flags Winaero Tweaker 1.64.2 as a Trojan
This has happened again: Microsoft's in-house antivirus software flags Winaero Tweaker as "Trojan:Win32/Yomal!rfn". The issue originates from security intelligence update version 1.443.933.0. Although this constitutes a false positive, it has understandably raised a flood of concerns.
I have not used this particular version of Winaero Tweaker, but I would guess that this explains the problems you are seeing.
There are plentiful of comments to this post. I did not read them, but maybe there are workarounds mentioned.
