When you attempt to deploy models such as claude sonnet4.5 or opus4.5 and receive the message that “no quota is available in any zone,” it means your subscription does not currently have capacity assigned for those models. Azure OpenAI enforces quota limits per model family and per region. If your subscription has not been granted quota for those specific models, you will not be able to add them, regardless of the region you select.
The resolution path is to verify your quota allocation in the Azure Portal under Azure OpenAI Resource > Quotas. If the models you are trying to use are not listed with available quota, you need to submit a quota increase request through the Azure Portal. Microsoft reviews these requests and grants quota based on subscription eligibility and capacity availability. If you already submitted a request and it was denied, then you will not be able to deploy those models until Microsoft expands availability.
In short, the error is not a technical misconfiguration on your side but a quota allocation issue. You will need to request quota for the specific models and wait for approval. If approval is not granted, the models cannot be deployed in your subscription.
