For Windows 10 IoT/Enterprise LTSC via Volume Licensing:
- Licensing and eligibility
- Windows IoT Enterprise LTSC is available as an upgrade license for fixed‑function, specialized devices through Volume Licensing programs such as MPSA, MCA, and Select Plus.
- It is intended only for fixed‑function devices and cannot be used as a general‑purpose desktop replacement.
- From a licensing perspective, moving between LTSC releases (for example, one LTSC to the next) requires a new license. Upgrade options can be via the device maker or an existing Microsoft Volume License agreement.
- How to get the installation media
- For Windows 10 Enterprise LTSC 2021, installation media (ISO) is obtained through the Volume License Service Center or a Visual Studio subscription, as described in the Windows IoT Enterprise LTSC in Volume License guidance.
- Volume Licensing Services can confirm availability of specific download files in the VL catalog. To do this, submit a case in the Microsoft 365 admin center under Help & Support. If admin center access is not available, use the “Contact volume licensing support” path.
- How activation and product keys work
- Volume activation is done using either:
- Key Management Service (KMS) for activation within an organization’s network, or
- Multiple Activation Key (MAK) for one‑time activation via Microsoft’s hosted services.
- To deploy Windows 10 IoT Enterprise LTSC 2021 with volume activation, the following are required from the Volume License Administrator:
- Windows 10 Enterprise LTSC 2021 (x64) installation media or ISO.
- A MAK (if not using KMS).
