What way you try to install released version? Running insider Beta version shouldn't prevent clean install using bootable USB, but Settings / System / Recovery / Reset this PC will reinstall curent version.

You can move from Beta to released version without clean install by following these steps:

1). Download ISO for released version 25H2 https://www.microsoft.com/en-us/software-download/windows11?msockid=13c4190001016d9f341a0d8c008e6cab

2). Delete WindowsSelfHost key from registry to get device out of insider progra,m

Open regedit Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost Right click WindowsSelfHost -key and select delete. Restart.

    User's image

3). Mount downloaded ISO (right click and select mount.

4). On mounted image to start in-place update to go to public version 25H2

To stop getting Windows 11 Insider Preview builds in the Beta Channel and move back to a stable release, use the built‑in unenroll option and then install or wait for a production build.

    1. Unenroll the device from Insider builds
      1. Open Settings.
      2. Go to Update & Security (or Windows Update on newer builds) > Windows Insider Program.
      3. Select Stop Insider Preview Builds / Stop getting preview builds.
      4. Turn the switch On to stop getting preview builds when the next major public release becomes available.
      5. Restart the PC if prompted.
Because the device is in the Beta Channel, this switch will opt the device out when it reaches the next public release build. If the device is already on a public (production) build, this will stop preview builds immediately after restart.
    2. Move to a stable Windows 11 build There are two supported ways from the Beta Channel: Option A – Let Windows Update move to the next public release
      • After turning on Stop getting preview builds, stay on the current build until Windows Update offers the next public Windows 11 release. Once installed, the device will remain on the stable channel.
Option B – Clean install a stable build now
      • If an immediate move to stable Windows 11 Pro is required, perform a clean installation of a non‑Insider Windows 11 image:
        1. Back up all important files (this will erase apps and data).
        2. Use a Windows 11 recovery/installation image such as the one from the Windows 11 download page to create bootable media.
        3. Boot from the USB, delete existing Windows partitions if a full reset is desired, and install Windows 11 Pro.
        4. After setup, do not re‑enroll in the Windows Insider Program.

If installation of Windows 11 Pro is being blocked specifically because the current build is Insider, a clean install with a stable Windows 11 image is the most direct way to bypass Insider restrictions.
