It's been a while since you posted this issue. I'm wondering if any of the suggestions given by the Q&A Assist above helped, and if you have successfully downloaded Minecraft yet at this point? If not, I have a few different paths that maybe you would like to try out:
1 - Repair Gaming Services
- Right‑click Start > PowerShell/Terminal (Admin)
- Run the following commands, one by one:

get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers -
get-appxpackage Microsoft.GamingServicesNet | remove-AppxPackage -allusers

- Restart your PC > press Win + R > enter:
ms-windows-store://pdp/?productid=9MWPM2CQNLHN - When the page is opened, click Install > wait for it to fully complete
- Open Microsoft Store and try to install Minecraft Launcher again.
2 - Test with a new profile
- Open Settings > Accounts > create a new local account
- Sign into it > try to download Minecraft Launcher.
- If it works, your old profile is corrupted.
- Move your data to this account.
Unfortunately, since Windows 10 has since out of support, you cannot try in-place upgrade or clean install with official edition. If your PC is qualified for upgrade, you may look into those more nuclear options.
