PayPal can only be used with Microsoft subscriptions if it is an accepted payment option in the region and if the PayPal account itself meets Microsoft’s requirements.

If PayPal does not appear as an option at step 3, the subscription must be paid with one of the supported methods (typically a card) rather than a recurring PayPal payment.
